‘Threats to Palawan’s Marine life and community’

Photo: Billy Haworth   A joint study for the Philippines and Australian governments led by researchers at the University of Sydney has highlighted threats to the outstanding marine environment of the Palawan Province, an archipelago of 1700 islands adjacent to the South China Sea. The Palawan State of the Marine Environment 2024 report – a collaboration between the Palawan Council for Sustainable Development, Geoscience Australia and the University of Sydney – was launched on Wednesday at an event in Puerto Princesa, Philippines. The Australian Ambassador to the Philippines, Her Excellency HK Yu, welcomed the report and thanked the University of Sydney for its academic leadership in providing the research into this ecologically important region. She said: “As strategic partners, Australia is committed to supporting the Philippines to manage its marine resources and uphold international law. We are pleased to provide this report to the Palawan Council for Sustainable Development (PCSD), funded through Australia’s Southeast Asia Maritime Partnerships. We are proud of our strong cooperation with PCSD, and will continue to respond to their needs.” The report focuses on the marine ecosystems of Palawan, Philippines – a UNESCO Biosphere Reserve renowned for its stunning biodiversity and natural beauty. It highlights concerning developments regarding the health of its marine environment and the urgent need for sustainable management strategies, outlining 10 recommendations for action (summarised below). Dr Billy Haworth and Professor Elaine Baker, researchers from the School of Geosciences, played a pivotal role in the study. They coordinated expert assessments involving 59 local and regional marine environmental specialists to evaluate more than 165 indicators across six thematic areas. Their findings underscore that, despite advancements in understanding marine ecosystems, the degradation of these environments continues to rise, driven predominantly by climate change, pollution and human activities. “Palawan is home to over 1000 species of marine fish, as well as turtles, sea cucumbers and iconic marine mammals like dugongs, dolphins and whale sharks. However, many of these species and their habitats are in decline due to multiple stressors, including climate change, overfishing, tourism, urbanisation, pollution and microplastics,” Dr Haworth said. “Our report highlights the fragility of these ecosystems that are vital not only to the region’s biodiversity but also to the livelihoods of local communities that depend on them.” The report examines the alarming impacts of climate change, which are having profound effects on Palawan’s marine ecosystems. Issues such as rising sea levels, warming ocean temperatures, and increased frequency of extreme weather events are especially concerning. The study revealed that 58 percent of species examined are experiencing significant decline. “As home to two UNESCO World Heritage areas, Palawan holds not only ecological but also cultural significance,” Professor Baker said. “It is crucial that we understand the challenges facing its marine life. By implementing our recommendations, we can work towards a sustainable future that preserves this unique environment." The report emphasises that the health of Palawan’s ecosystems is inextricably linked to the wellbeing of local communities. Immediate actions must be taken to reverse the ongoing trends of deterioration to protect not only this breathtaking archipelago but also the livelihoods of those who call it home. Tools and datasets developed during preparation of the report were handed over to the Palawan Council for Sustainable Development to enhance its marine spatial data infrastructure capability, empowering its ability to publish authoritative information in the marine environment and make informed marine planning and management decisions. The following 10 recommendations emerged from the report to improve management and conservation efforts in Palawan’s marine environments: Prioritise Understudied Parameters: Focus on the least understood factors affecting marine health, especially deep-sea areas. Enhance Data Collection: Complement existing data with innovative techniques such as citizen science and remote sensing to track changes over time. Align with Existing Research Priorities: Future research should connect with established sustainable development goals in the region. Conduct Multidisciplinary Research: Collaboration with various stakeholders is necessary for balanced conservation and economic development. Incorporate Ecosystem Interconnectedness: Address the interrelations between ecosystems and livelihoods rather than viewing environmental factors in isolation. Make Information Available: Improve access to research products to aid in broad-based marine environmental management. Develop New Partnerships: Foster collaborative relationships among government, academic institutions and NGOs to enhance environmental governance. Increase Education Campaigns: Launch initiatives to raise awareness about marine degradation and promote responsible practices within the community. Emphasise Monitoring: Establish consistent monitoring mechanisms to facilitate timely responses to environmental changes. Support Local Livelihoods: Create programs to support communities affected by environmental changes, ensuring that livelihood diversification is part of the strategy. Cruise tourism brings benefits to communities in the Northern Philippines

The arrival of international cruise ships at ports in the Northern Philippines’ Ilocos Region is significantly boosting the importance of cruise tourism in the country. Cruise arrivals are benefiting local communities as these generate more jobs whilst sustaining micro, small, and medium enterprises. Today, 19th February, the Philippine Ports Authority (PPA) reported that the Norwegian Cruise Line vessel Norwegian Sky arrived at Currimao Port in Ilocos Norte. The ship came in with around 1,914 passengers and 863 crew members, 70 percent of whom were Filipinos. Based on the current 13-day itinerary from Singapore to Keelung in Taipei, Taiwan, the MV Norwegian Sky arrived at the Manila South Harbor on Tuesday, 18th February, and proceeded to Currimao before heading to Kaohsiung in Taiwan. Other places the ship visited in the Philippines include Puerto Princesa in Palawan and Boracay Island in Caticlan. In 2024, the PPA recorded a 61.9 percent increase in cruise passenger arrivals, totaling to 142,574 passengers, up from 88,080 in 2023.  The PPA forecasts continued growth in 2025, with expectations of 185,000 cruise passengers, a 29.8 percent increase from the previous year.  For her part, tourism operations officer Araceli Salem of the Department of Tourism (DOT) in the Ilocos Region expressed optimism about the continued growth of the cruise tourism sector this year, with several cruise vessels making port calls at key destinations across the country. Surging numbers According to tour operator Angel Lao of Travel Ilocandia Tours and Travel, over 6,000 international cruise passengers have already arrived in the Ilocos Region during the first two months of the year. This cements the region’s emergence as a prime destination for luxury ships. Lao said: "Cruise tourism in Ilocos Norte has significantly benefited the local community. As a tour operator, we collaborate with tour guides, bus and van operators, and restaurants, thereby boosting tourism in the region and providing economic benefits for many.” She added that the local community of Currimao is also reaping the benefits as guests enjoy the beach, contributing to the area’s economic growth. To enhance the experience of the 700 cruise passengers who signed up for the day-long shore exploration in Ilocos Region’s historical places and heritage sites such as the wonder city of Vigan in Ilocos Sur and the Saint Augustine Church of Paoay in Ilocos Norte, Lao said they have collaborated with 21 buses, 21 guides, and ten coordinators.

Cebu Pacific responsible for nearly 50 percent of 2024 passenger volume at Cebu’s MCIA

Philippine low-cost carrier Cebu Pacific reports that it ferried 5.6 million passengers to and from Cebu’s Mactan-Cebu International Airport (MCIA) in the past year. This amounts to almost half of the airport's total passenger volume of 11.3 million for 2024. According to airline president Xander Lao: “Cebu Pacific’s continued growth in Cebu reflects the strong demand for affordable and accessible air travel in the Central Visayas.” Cebu Pacific connects MCIA to six international destinations: Bangkok, Incheon, Hong Kong, Tokyo, Osaka, and Singapore. From Cebu, the airline also flies to 24 domestic routes: Bacolod, Boracay, Butuan, Cagayan de Oro, Calbayog, Camiguin, Clark, Coron, Legazpi, Davao, Dipolog, Dumaguete, General Santos, Iloilo, Manila, Masbate, Ozamis, Pagadian, Puerto Princesa, San Vicente, Siargao, Surigao, Tacloban, and Zamboanga. Raising numbers Cebu Pacific’s flights to the de facto capital of the Central Philippines grew by 34.7 percent or 4,824 in January this year compared to 3,580 in January 2024. The airline’s seat capacity also increased by 51.6 percent, or 717,000 from almost 473,000. Lao explained: "By increasing our flights and seat capacity, we are not only connecting more passengers but also supporting tourism, trade, and economic opportunities across the region.”

Philippines launches Very Important Pinoy Tours 2025

  The Philippine Consulate General in Honolulu officially launched the 2025 Very Important Pinoy (VIP) Tour for tourists in the United States who want to visit the Philippines. Originally called The Ambassadors’ Tour, The VIP Tour is the flagship project of the Philippine Foreign Service Posts in the United States. Overall, the project is led by the Philippine Embassy in Washington DC. Officials at the Philippine Consulate General in Honolulu said the program aims to serve as a bridge connecting Filipinos and friends of the Philippines across the world to the wonders of the Philippines. According to acting consulate head Pamela Durian-Bailon: “It is more than just a travel package but rather a celebration of our shared heritage, a showcase of the beauty and diversity of our islands, and an opportunity to strengthen the bond between our compatriots and their roots. In a video message, Philippine ambassador to the US Jose Manuel Romualdez invited participants to the Tour, which he promised would be “a memorable adventure that will allow participants to experience the best of the Philippines and create unforgettable moments.” When and where will travellers be going? The 2025 VIP Tour will take place from 6th to 15th July and will bring participants on curated tours to Manila, Laoag in Ilocos Norte, Vigan in Ilocos Sur, and Puerto Princesa in Palawan. A novelty to this year’s tour is the option to embark on the VIP Next Gen Tour which caters to participants with a more active lifestyle. VIP Next Gen participants will visit Manila, Siargao and Puerto Princesa.

Philippine Department of Tourism launches Philippine Dive Experience

The Philippine Department of Tourism (DOT) launched the first Philippine Dive Experience programme on Thursday, 28th November. 25 diplomats from over a dozen countries were invited to the town of Anilao in the Southern Luzon province of Batangas to experience the area’s exceptional underwater landscape. The Philippine Dive Experience draws inspiration from the DOT’s flagship program the Philippine Experience, except this time it is to market and elevate Philippine diving as a unique and purposeful experience by incorporating heritage and conservation activities. Going for a sustainable and meaningful diving experience Tourism secretary Christina Frasco remarked: “In that we are pushing for the sustainability of diving by ensuring that it has a conservation component: a coastal cleanup, and also an education component.” Through the new programme, the DOT aims for diversification, to place the Philippines as one of the best known diving destinations in the world that offers an enriching, meaningful, and purposeful experience. Frasco said the idea behind the initiative is to allow foreign visitors to rediscover the Philippines not just from the lens of fun and adventure, but also for all the other reasons to love. Boosting infrastructure The DOT has been stepping up its promotion of dive tourism and has made efforts to improve facilities for visiting divers, including through the installation of hyperbaric chambers in key dive sites. To date, its infrastructure arm the Tourism Infrastructure and Enterprise Zone Authority (TIEZA) has placed five hyperbaric chambers in Mabini, Batangas; Mandaue, Cebu; Panglao, Bohol; and Puerto Princesa and Coron in Palawan. An additional five hyperbaric chambers are also up for installment in Catarman, Camiguin; Dauin, Negros Oriental; Daanbantayan, Cebu; and Puerto Galera, Oriental Mindoro.

Cebu Pacific receives its 11th aircraft for 2024

Cebu Pacific received its 11th aircraft for this year in line with its ongoing commitment to expand its network and provide accessible air travel for Filipinos. The fuel-efficient 180-seater Airbus A320neo flew into Manila’s Ninoy Aquino International Airport (NAIA) last month, bringing the airline’s A320 component to 40 aircraft. Cebu Pacific president and chief commercial officer Xander Lao said:  “We’re thrilled to welcome another aircraft to our growing fleet. This delivery supports our commitment to making air travel more accessible and can help us serve upcoming route launches in October, including Davao to Puerto Princesa and Hong Kong.” Airbus NEO aircraft are currently among the most fuel-efficient in the world, burning 15 percent less fuel per flight and the engines are significantly quieter. This reduced fuel consumption leads to a corresponding reduction in aircraft carbon emissions. While Cebu Pacific is currently one of the world’s youngest airlines, it boasts of a diverse commercial fleet. Aside from its A320s, this also includes nine Airbus A330s, 22 Airbus A321s, and 15 ATR turboprop aircraft.

Cebu Pacific launches new domestic route from Central Luzon’s Clark Airport

Beginning 21 October, Cebu Pacific flies daily between Clark International Airport in Pampanga and the city of Tagbilaran, Bohol in the Visayas. This new route serves to strengthen the airline’s hub in Central Luzon. Cebu Pacific CEO Xander Lao added: "This new route supports our commitment to provide every [Filipino] with more opportunities to explore and discover the Philippines, one island at a time.” The Visayan province of Bohol is known for its natural beauty, cultural heritage, and unique wildlife, including the famed Philippine tarsier. A take-off point to more destinations Domestic flights to Davao, General Santos, Iloilo, and Puerto Princesa taking off from Clark are also slated to resume in October.  The upcoming resumption makes Cebu Pacific the biggest airline serving Central Luzon’s sole international gateway. At present, the airline’s Clark flights include domestic destinations Caticlan and Cebu, as well as international destinations Hong Kong, Japan’s Narita, and Singapore.

Cebu Pacific restores several routes flying out of Davao

Cebu Pacific announced that it will restore several international flights flying out of the southern city of Davao, and add a number of new domestic routes. The moves is expected to make travel more accessible and affordable from the largest city in Mindanao. Beginning 28th October, Cebu Pacific will operate direct flights between Davao International Airport and Bangkok’s Don Mueang Airport thrice weekly. Thanks to the new route, passengers from Davao can now easily explore Bangkok’s vibrant streets and nightlife, shop in the Thai capital's bustling markets, and know more about Thailand’s rich cultural heritage. Connecting islands to the world On the local front, the airline launches daily flights from Davao to the resort islands of Caticlan and Puerto Princesa beginning 27 October.  Flights to and from Tacloban, Leyte will take off on 29 October. Airline president and chief commercial officer Xander Lao expressed the company’s enthusiasm over the expanded Davao routes. Lao said: “Through Cebu Pacific’s extensive network and value-for-money fares, more travelers from Davao will now be able to discover what the Philippines and the rest of the world has to offer.”
